Programme Goals:

  • Improving the protection of the marine environment from the risks of accidents at sea and marine pollution, by supporting further ratification of international conventions on maritime safety and maritime security and improving the related capabilities of maritime administrations and authorities in the Arab countries.
  • The MMDP program will focus on bringing the national legislation of the countries covered by the program closer to the legislation of the European Union and relevant international legislation, and despite being a regional project, the program will also focus on the specific needs at the national level for each country.
  • Identify and address deficiencies, gaps and gray areas that may hinder the fulfilment of international obligations in relation to maritime safety, security and preparedness.

  • To develop closer cooperation among beneficiaries at the regional level in the field of maritime safety and security.
  • Improving the performance of governments in terms of flag state implementation and the port state control.

  • Urging the beneficiaries’ countries to ratify the international maritime conventions and implement their provisions.
  • The program aims to assist the MENA countries in delemite their marine areas in the light of the United Nations Convention on the Law of the Sea and providing advice in the bilateral agreements concluded by these countries for this purpose.
  • Enhancing the participation of Arab women in the maritime sector.
  • Promote maritime governance.
  • Launching a marine database for the countries of the Middle East and North Africa, which will facilitate cooperation and partnerships with international organizations, the international community, and all those working in the marine industry.
  • Developing electronic infrastructure for marine services.
